Did you make those paper patterns yet?
Let's cut the fabric out. Have you got a sweater or T-shirt for this tube top? Don't just dispose of it. I recommend remodelling and wearing it as a new item.
The hem edge should be used for the tube top's bottom edge. That would stretch very well. And one more good thing is it has already done the hemming.
Before turning the top edge down, don't forget to lock the edge.
And pass through a rubber band inside. Check the length with your body size. It is likely to be as same as the tube top's bust's size. You can adjust after wearing it a couple of times. Set the length a little longer than you think, if you have no idea.
